गणतंत्र दिवस की पूर्व संध्या पर राष्ट्र को संबोधित करते हुए, राष्ट्रपति द्रौपदी मुर्मू ने ‘एक देश, एक चुनाव’ योजना की सराहना की। उन्होंने इसे “सुशासन की परिभाषा को पुनः परिभाषित करने वाला सुधार” करार दिया और कहा कि इतने बड़े सुधारों के लिए “दूरदृष्टि और साहस” की आवश्यकता होती है।

Addressing the nation on the eve of Republic Day, President Droupadi Murmu lauded the ‘One Nation One Election’ proposal as a transformative reform. She described it as a step to redefine governance, requiring bold vision and audacity.

President Murmu’s Statement

राष्ट्रपति ने अपने संबोधन में कहा:
“इतने बड़े सुधारों के लिए दूरदृष्टि और साहस की आवश्यकता होती है। देश में चुनावी कार्यक्रमों को समन्वित करने वाला विधेयक सुशासन की शर्तों को पुनः परिभाषित करने का वादा करता है। ‘एक देश, एक चुनाव’ योजना शासन में स्थिरता ला सकती है, नीति-निर्माण में रुकावटों को रोक सकती है, संसाधनों के बंटवारे को कम कर सकती है और वित्तीय बोझ को घटा सकती है।”
“Reforms of such magnitude require an audacity of vision. The Bill to synchronise election schedules promises to redefine the terms of good governance. The ‘One Nation One Election’ plan can promote consistency in governance, prevent policy paralysis, mitigate resource diversion, and reduce the financial burden,” she said.

‘एक देश, एक चुनाव’ योजना का उद्देश्य संसदीय और राज्य विधानसभा चुनावों को एक साथ कराना है। सरकार का मानना है कि यह लगातार चुनावों के चक्र को समाप्त करेगा, जिससे प्रशासनिक कार्यों पर ध्यान केंद्रित किया जा सकेगा।
The ‘One Nation One Election’ plan aims to synchronise parliamentary and state assembly elections, ending the constant cycle of elections and enabling the government to focus on governance.

प्रधानमंत्री नरेंद्र मोदी ने इस योजना की वकालत करते हुए कहा कि बार-बार चुनावों के कारण देश पर आर्थिक और प्रशासनिक बोझ पड़ता है।
Prime Minister Narendra Modi has emphasized that frequent elections impose significant costs and disrupt governance.

योजना पर विरोध और समर्थन

Opposition and Support for the Plan

• विरोध:
  विपक्ष ने इस योजना को असंवैधानिक बताया है।
  Opposition:
  Critics have labeled the plan as unconstitutional.
• समर्थन:
  योजना के प्रस्तावक और पूर्व राष्ट्रपति रामनाथ कोविंद ने कहा कि यह संविधान के मूल सिद्धांतों के अनुरूप है। उन्होंने बताया कि 1967 तक भारत में संसदीय और विधानसभा चुनाव एक साथ होते थे।
  Support:
  Former President Ramnath Kovind, head of the panel proposing the plan, has argued that it aligns with the vision of the Constitution’s framers. He noted that simultaneous elections were held until 1967.

Legal and Constitutional Process

• संसद में बहुमत की आवश्यकता:
  विधेयक को पारित करने के लिए संसद के दोनों सदनों में दो-तिहाई बहुमत चाहिए।
  Parliamentary Majority:
  The government will require a two-thirds majority in both houses of Parliament.
• राज्य सरकारों की मंजूरी:
  कुछ प्रावधानों के लिए भारतीय संघ के आधे राज्यों से अनुमोदन की आवश्यकता होगी।
  State Ratification:
  Certain provisions may also require ratification from half of the states in the Indian Union.
